This is a Double Bass Bow from China. 

This bow requires an overhand grip, otherwise known as the French Grip. It is suggested to be used by younger Bassists who have generally shorter arm lengths

Easier to create a more subtle and light tone colour.

It is recommended that you change your bow at least once a year.
